Mr. Pulz is a Registered Professional Engineer (Safety), Certified Safety Professional, and master’s level psychologist specializing in technical aspects of applied human factors engineering and safety. For over 25 years, both as a corporate safety director and private consultant, Mr. Pulz has provided a variety of organizations, including private industry, governmental organizations, and the legal and insurance community, with technical assistance on safety and human factors engineering issues. In addition, Mr. Pulz serves as a member of numerous national consensus standards committees including: ASTM Committee No. E-34 on Occupational Health and Safety; ASTM Subcommittee E34.85 on Ergonomics; ANSI A-10 Committee on Safety Requirements for Construction and Demolition; ANSI A-10.2 Subcommittee on Standards for Safety, Health, and Environmental Training; and is chairperson for the ANSI A-10.39 Subcommittee on Safety Audit Procedures. As an accredited Occupational Safety and Health Instructor through the U.S. Department of Labor (OSHA), Mr. Pulz has taught accredited OSHA safety courses through The National Resource Center for OSHA Training under a grant from the U.S. Department of Labor. In addition, Mr. Pulz has been an instructor on human factors and safety at Community College of Baltimore County, Catonsville, Maryland and on numerous safety topics for the National Safety Council and the Safety Council of Maryland.
Mr. Pulz established SPA inc. as a Maryland closed corporation in 1981. The objective of SPA inc. is to provide research analysis and consultative services in the areas of safety, human factors engineering, and risk management to private industry, insurance and legal communities, government, and trade organizations. These services have included, but are not limited to, analysis of facilities, products, operations, and equipment; programs to detect programmatic, physical or environmental hazards/failures, coupled with recommendations of needed solutions/methods to mitigate or eliminate hazardous and/or high-risk conditions and/or lower insurance and worker compensation costs; and seminar development and production.
Examples of SPA inc.’s joint venture and teaming projects include: conducted OSHA standards surveys/inspections at National Aeronautics and Space Administration (NASA) field installations; researched and developed injury and illness prevention program for Texaco Exploration and Production, Inc., California Operations; and safety management seminars with mid- and upper-level management for the Health Care Facilities Administration (HCFA). SPA inc. has also developed corporate safety and health programs and provided safety training nationally to Maersk Container Service Company, Inc. and member companies of the Washington D.C. chapter of the National Electrical Contractors Association. In addition, SPA inc.’s technical consultations have been utilized by the insurance and legal communities for expert testimony, pretrial, and trial preparation in cases involving product safety analysis, hazard analysis, hazard warning analysis, failure analysis, and human factors engineering analysis with respect to private, product, commercial, and industrial accident reconstruction.
